Customer: Puerto Rico Highway and Transportation Authority (PRHTA)
Timeline: April, 2024 – June, 2025
Key Challenge: Enhancing safety for vulnerable road users of a principal arterial with a constrained right-of-way (RW) that provides access to residential and commercial areas, as well as tourist attractions and an international airport.
Solution Approach: Klein Engineering, PSC is working as Prime Consultants to PRHTA for the analysis and design of safety improvements on the segment of State Road PR-107, between Km. 0.0 and Km. 4.5. The project is part of the Agency’s efforts to achieve its SHSP goals and meet FHWA’s VRU Special Rule.
The project includes the analysis of existing pedestrian infrastructure, safety hardware, pavement, traffic signals, signage, and striping, among others. Analysis of existing and proposed conditions will be based on methodologies presented in the Highway Capacity Manual, the Highway Safety Manual, FHWA’s proven safety countermeasures, complete streets, and other guidelines.

Results: The project has been progressing per the schedule requested by PRHTA and is expected to be completed on time. A Preliminary Engineering Report has been submitted to the Agency for review and presents findings and recommendations for final design.
