Key Challenge: Existing infrastructure field assessments for the redevelopment of two lots as part of the Affordable Housing Development Plan of Buena Vista Community to promote their best use and provide affordable housing for the community.
Solution Approach: Working closely with Estudios Técnicos, Inc. and BH Architecture, KEPSC meticulously evaluated the transportation, drainage, potable water, sanitary sewer, electrical, and telecommunication systems both within and adjacent to the two development lots. This detailed evaluation provided a critical understanding of the infrastructure’s condition and capacity to support the future development. Small unmanned aerial systems (sUAS) were used to document the area in detail.
Furthermore, KEPSC conducted an in-depth analysis of FEMA’s advisory flood elevation maps to determine flood risks for each lot. This analysis enabled the team to recommend precise minimum finished floor elevations for future structures, ensuring long-term resilience against flooding. KEPSC also actively engaged with the community by presenting assessment findings at public involvement hearings.

Results: As a direct result of KEPSC’s thorough and timely work, the customer now possesses a comprehensive understanding of the existing infrastructure’s condition, which empowers them to strategically allocate resources for essential improvements and upgrades. The project was completed on schedule and exceeded the customer’s expectations, underscoring KEPSC’s commitment to delivering high-quality results and customer satisfaction.
